The ratio of perverted people to "normal" people is probably the same as it's always been so I would blame it on population increase. Same goes for preachers having sex with children. Apparently, the threat of jail time doesn't scare them enough to back off.
UPDATE:
Blaming teenage girls for dressing inappropriately is a cop-out. You can't blame a girl's attire if she were to get raped! It's the perpetrator's fault- don't blame the victim!

Because all the world thinks about these days is sex and child porn and it is the most disgusting thing happening in this world right now. and teachers should be locked up and thier degrees be ripped up if they have sex with a student. You know how many sex offenders are in my area right now here:

the women these days are more liberated and mature. It's a good method in turning young boys into men so they are more prepared in life. These kids are lucky, considering how good looking these "criminal" women are who are maturing them.

I think it's because they physically... can... Teens today are dressing the way they shouldn't and they are bringing the wrong attention to themselves, but the teachers are possibly just scum, well, they are all scum actually, it's just the teens are giving them reasons to commit the crime.
