if a child has divorced parents and both are still legal guardians, can a step-parent also be a legal guardian or would one of the parents have to give up their status for that to happen?

In most cases, divorced parents have shared custody of their children. A step-parent generally has the power to act "in loco parentis." A step-parent could become a temporary guardian upon the signing of the proper documents.

It is generally not wise to terminate parental rights to a child except when there is an adoption.

This is a good Question. In alot of States the Parent having custody along with the "Legally Married Spouse" have right of Controlling Guardianship, in the manner that as long as the paternal parent doesn't object to a decision that jeopardizes the "Paternal Rights" of the divorced Spouse.

yes if the step parent is a legal one by marrage
