That's actually pretty normal for a zebra danio, especially a dominant female of a group. The solution is to get him more danios to chase, so he'll leave the other fish alone. In that regard, their behavior is much like barbs and other schooling fish. If they don't have enough of their own kind to associate with, the other fish in the tank suffer. (not that they're aggressive, but corys and loaches like to be in groups as well, but you'll end up with too many fish if you keep adding social fish)

Danios ARE crazy :) Mine are referred to collectively as "the crackheads". They aren't territorial fish so no worries there. Big and chubby is a "she". The males are thin and torpedo shaped. The rounded ones are females. If the belly area gets swollen and starts to pale out, she's getting ready to lay eggs.

Danios are schooling fish and should be kept in groups of 6 or more to keep them together. They don't do well with shyer fish as they are so "cracked out", they stress out the other fish :) Mine are with cichlids as dither fish, to draw the cichlids out.

Neons..although a very popular aquarium fish...tend to be delicate and die off. They can't be too happy with your unschooling danios :(

Is the zebra pregnant? You might want to separate it into a "nursery". Our fish when they were pregnant were a little territorial and didn't want to be bothered.

idk how big your tank is, if it is big enough to add a few more danios, it should help settle the big one down, at least if it has 6 to chase, it can't chase them all at once.
