You can't restore everything like the nerves. Here's what is restorable and what is not:

Foreskin restoration (basically stretching out the foreskin) is a long process that requires dedication. However, a few men do it. I happened to fall upon this forum where they discuss it:

The result isn't as good as a real foreskin (in terms of anatomy and looks) but they seem to like it.
However, it seems that most parents are just finding it easier to leave their boys uncircumcised so they have the right to choose when older. In some states it's as low as 14% already:

It isn't exactly getting the foreskin back, but many men have had good results by very slowly, over a period of about two years, stretching the remaining skin so it protects the glans. It takes a lot of patience -- definitely not a quick fix, but in a few months there is often some increased sensitivity. For more information go to http://www.norm.org -- good luck!

Do you know where you left it? Maybe go back and look around. Perhaps it is hanging on a tree branch or something.
Forget it fella - it is long gone and it don't grow back no how.

Dont think you can. You would have to have a surgery that would require you to take skin from another part of your body and have it surgically attached down there.
But why on worth would you want to do that. I think a man with a circumcision is much better.

Accept the change. Why would you want to get it back? If you're into a nice look and terrific hygiene, be happy about your procedure. There isn't any way or reason to reconstruct a foreskin~! I suppose it could be done, but my question would be: WHY do it?

Once cut off, you can never regain or retrieve your foreskin.
