This could be caused by two things.

1) The wireless radio in your router is bad. (Not the most likely reason)

2) You have alot of interference in your apartment that is degrading your wireless signal. That said here are some thing to do that could help.
a) Place your router as high as you can, preferably atleast 6 feet up.
b) Move all wireless phones, including cell phones, atleast 10 feet away from your router and any computer with a wireless adapter.
c) Download netstumbler from http:\\netstumbler.com and run it from one of your wireless computers. This will show you all the wireless connections in your area. Whats important about this is to view which channels they are transmitting on. The default channel for almost all routers is channel 6. If you have other routers transmitting on the same chanel as your router it will interfere with your signal and drop you intermidantly. Most people have no clue about this so leave the channel set to default. The best channels to use are Channel 1, 6 or 11 as they have the least amount of freq. overlap. If you find other routers on your channel then change your routers channel to one that is not being used.
d) purchase a high gain omni directional antenna from your local electronics shop, Best Buy, Frys, Circuit City, etc..., and install it on your router.
