Ethiopia - it's the hottest country and Dallol is the hottest inhabited place.
There have been hotter extremes such as those mentioned in previous answers but these are one offs. The overall hottest is Ethiopia and in Dallol the year round average temperature is 94 degrees F and exceeds 104 every day in summer.

Some countries in Africa, the deserts in Australia ,Mexcico as well as Brazil and Peru. Temperature above 40 degree
celsius is pretty hot.

The hottest temperature recorded I believe was in 136F/58C
Al‘Aziziyah, Libya in the 1920's. The US would be for sure in Death Valley and was close at 134F/57C.
