the big difference between the africans and hispanics, is that the african was stolen from africa, brought to america, as a slave, and force to work for free, for four hundred years, while the european race practiced genocide against them.

marcus garvey was preaching separation from the european race before martin luther king was alive, they wouldn't let us go back to africa, when the majority wanted to go back, they wouldn't give us our own states, when the majority wanted separation not integration, the ***** on the north knew that we would never be free until we fought to be freed, and the white race in the north was doing the same thing the white race in the south was doing

At first I was going to let this question, pass; however, it is subtle but has basis in reality.
This is "History" Answers
The idea, well was not something that did not exist.

Africa's first republic, Liberia was founded in 1822 as a result of the efforts of the American Colonization Society to settle freed American slaves in West Africa. The society contended that the immigration of blacks to Africa was an answer to the problem of slavery as well as to what it felt was the incompatibility of the races. Over the course of forty years, about 12,000 slaves were voluntarily relocated. Originally called Monrovia, the colony became the Free and Independent Republic of Liberia in 1847.

Even today some Latino academics have suggested a few states, country for Latinos in the USA near the Mexican border areas.
#3
In the 1960's there were folks who suggest the same for "*****", African-Americans
The #4 is simple:
Give the District of Columbia voting rights for President:
as well as have (this would have been 50-40 years ago) the Blacks move into states with a slight majority:
The result: Africian-Americans would be the key to any national office.
Simple.
History: one has to know what happened on this forum,
the issue is still a valid one.
So, this query is a good question.

Probably because it was unconstitutional and a horrible idea!!! Why should Blacks be segregated from the other races in this country? That runs against all we stand for as a country. Also, suppose that were done and the state was Oregon, for example. Now people who already lived there of other races would need to relocate. The same would be true of all three states if such a nitwit idea were every attempted. So, from moral, legal and practical points of view, the idea was and is ridiculous!!

Not legal nor acceptable to Federal Government.
The America Civil War was fought to preserve the union of
states amid other issues. African-Americans wanted to be
free of slavery; they were freed. That freedom was incidental
to other reconstruction efforts at the time and the consolation
prizes since the 1960's exist only in the mentality of those who watch too much televised game show marketing. Feel
free to earn six trillion dollars and buy all of Iowa for in-laws.

Reading your profile demonstrates the source of your question. It states:
“About me: My name is, AL-AMIN DONELITE MUHAMMAD, I am the founder of the African liberation movement
The basis of my organization is to unite all people of African descent across the globe into one movement to gain liberation for all our people, we are not a gang organization we are not a bunch of young militants, but I do believe that the liberation of our people will only come after a strong resistance of the powers in lives will be lost in that battle the united states government must be held accountable for every criminal act it has committed starting with the genocide against the African in America”
Your goals are unrealistic and have the same structural faults as other groups that perceive past wrongs and use them to gain what is not theirs today. Why not ask for similar things for the Celts from the Romans that killed them by the 10s of thousands. Why not ask the same from the English for the thousands of Irish they killed. Why not ask the same from African cultures that enslaved and killed black Africans (and continue to do so today). Why not go after the Egyptians who enslaved whole peoples (including Jews).
You live in the real world of today. Anyone can achieve what they want today if they try hard enough. Work for what is real not a perceived myth.

The demand for a separate state, or states, was demanded by the Nation of Islam, popularly known as Black Muslims, whose popular leader and spokesman Malcolm X, took a large part in the black separatist and social protest movement. The idea was rejected by the U S government as impractical and infeasible.
The separate state notion was undermined by Martin Luther King, whose Civil Rights Movement fought for an end to racial segregation and appealed for integration. When Mr X later mellowed and modified his views of black separatism, declaring that he no longer believed whites to be innately evil and acknowledging his vision of the possibility of world brotherhood, he virtually accepted the propositions of Dr King, and the demand for separate states withered.

The states are only about 231 years old now, Where did you get 400 ?
The answer to the race troubles we share is not segregation, Not in the 1960's and not now.
All we need to do is respect each other, show some compassion to one and all.

I totally support the deportation of the American ***** and giving them their own homeland: they will need a territory capable of supporting 30 million people so I suggest anywhere other than the continental U.S., perhaps one of the U.S. territories in the Pacific.

What the? I don't understand what you're asking. That's like asking why the United States government wont give Hispanics (legal or illegal) three states today. OK, give us California, Nevada, and Arizona. Dumb question. Thanks for the points though.
