'Relatively' is an adjective which means; 'in a relative manner'; in relation to or compared with something else; not absolutely [ a relatively minor matter]
'Learning brings relatively permanent change in behaviour' means that the change is not absolute, or compared with instinctive behaviour which is permanent this change is not that much permanent.

If behaviour was absolutely horrible the same marginal improvement happened as it did with slightly bad behaviour

There was an increase in good behaviour proportional to the start

If one started as rude and incidents of rudeness went down

If one starts out as a petty thief and that was reduced - but absolute rudeness contd

Then there was a relative improvement

It means comparatively. No change, in behaviour or anything else, can be completely permanent, but the change referred to is more long-lasting than most.

In the example, it means that behavioral changes were impacted by the learning. So the behavior is related to the learning.
