I have just bought a Dell laptop with dual-core 64-bit AMD processor on which Dell (without asking me) has installed 32-bit WinVista. I tried to install a 64-bit application (7-zip, I think) and it refused to install.

The fact that the processor is 64 bit capable does not matter, the OS is what matters. You only have a 32 bit OS, so you can only use 32 bit programs.
