I am considering relocation (again) because the city I currently work in is absolutely overrun with Indians (not native americans) and I am so sick of putting up with them. They don't wear deodorant, eat discusting food, travel in packs, speak what can only be described as gibberish, and send most of the money they make back to India. Enough is enough and I am ready to move on.

You didn't mention where you live now. If you want to live in the US then anwhere in the San Francisco area is big in the IT field. The Pacific Northwest is gaining in that area as well and is much nicer than SF if you don't mind rusting rather than tanning.

You are going to find people of different cultures anywhere you go. Certain areas like Scotland have a great deal of one type of immigrant (Asians from Pakistan), whereas California has everyone moving into the state. The midwest US doesn't see much of the diversity the rest of the world does.

Also, try not to label an entire group of people as bad just becuase you are having a bad experience.

instead of the city being a problem i think its the company. The company that i will really recommend is google, its a great company to work no matter where you live. But cities wise i would guess, if u dont like a lot of foreigners around, go to cities outside of the east and california. So i would avoid, new york, new jersey and los angeles. cities like phoenix, seattle, orlando, austin, dallas. They are all good cities.

The Research Triangle part of NC has lots of IT opportunities (that's Raleigh, Durham, etc.), and cost of living is good. Salt Lake City, UT also has many IT jobs, very low crime, but wage rates are relatively low.

Google just moved to Ann Arbor, MI. It's a great college town with lots of great restaurants, clubs, etc. Housing isn't that cheap and it is a very liberal town.

Knowing nothing about this the Pacific NW is known for this field.

But, what about teaching, you can go anywhere.
