When light strikes a sensitive surface, electrons are liberated and this is the photoelectric effect. A minimum frequency of light is needed for a given surface to cause this emission of electrons. There are several substances which show photoelectric effect.

A yahoo search threw up several interesting educational sites that explain this quite well.
