When you're on a job hunt and drive around looking for a job, is it mandatory that retails have a "Now Hiring" ad in order to apply?

If there's no "Now Hiring," can I still go in and apply?

I believe that by law, an employer has to offer and take an application. However, if there is not a sign, then it is unlikely you will be called for an interview.

go and ask for applications. they'll tell you if they are hiring and how long they'll hang on to your application. they might have someone quit or get fired and your application would already be there.

No, but they may not have any positions any time soon. They might take your application and keep it in case they do though.
