Depends on where you draw the line as to what “Victory “ is.
Going in Victory was destroying WMD but that objective had already been won.
The next objective was to bring down Sadam and his National Guard which was pretty much a piece of cake as they knew it would be.
The next objective was to have democratic elections.
The next objective was to enable that government to protect itself.
IMO that objective has also been met but there is a major Ki Bosh.
Now our objective seems to be to protect the Bathists that we defeated from the Shiites who we basically installed in that in the Vacuum left in the disposal of Sadam the Shiite majority prevails and is gravitating toward Iran which is the only other Shiite country on the planet.
Bushes idea of Victory going in was Wal Marts going up within two to three years, at this point he would settle for a tin pot dictator of an excuse for an elected president with allegiance to the US but he hasn’t managed that one yet, so here comes the veto.
Iraq was lost before we ever went in, 2 years in it was so lost that all that was left to lose was the body count and the Neo Cons reputation or so you might think.
Now Iran and Iraq are pulling together like magnets and Irans defense strategy against further US invasions is going Nuclear.
Every step of the way Bush’s well meaning objective is wasted by his stubbornly belligerent military tactics, every time he drops a bomb the world community becomes more terrified of him and terrified people fight back and so on ad infinite.
Bush is trying to make the sunshine fall back into the Neo Con valley by bombing the clouds and all it has ever served to do is add smoke to the mist that blinds him.

Death and destruction is unfortunately part of war. Durring the bombing of France before the invasion of Normandy there were tens of thousands of civilian deahts, however we were still seen as herores. In order to "win" the war on Iraq we will need to build the infrastructure and systems required to run a functional government. Education, electricity, water, food and other essentials must be provided to the people form the Iraqi government before we can consider our efforts a success. We must also work with the Iraqis to improve security and strengthen their economy. Increasing security and encouraging foreign investment by other countries will strenghten the economic system. Having an inflation rate of close to 65% means that any efforts by the government are automatically less efective than they otherwise would be.

The war was one 3 weeks into the invasion. Where were you?
Okay look, I'm going to throw you a bone on this one because I like you. Here are some sure signs that the war has been won:
1) Old government no longer in power
2) Low casualties on the winning side
3) People free to disrespect the old government by pulling down leader's statues
4) Occupying force swimming in old leader's swimming pools
5) Occupying force turning palaces into base camps
6) Free elections with 70% turn out
7) New constitution
8) New schools, hospitals, and bridges
9) No more meeting of conventional armies in the streets
10) No one in the world offering serious challenge to the control of the government
If you want to be an idiot and call these 2-bit thugs a serious challenge, then you deserve your reputation. When the crime rate in Baghdad is not much worse than the crime rate in Detroit, and you can't figure it out, then YOU deserve to lose. The rest of us are on the winning side.

It's hard to tell who's telling the truth, the president or the media. The media are interested in ratings and selling newspaper, and let's face it, bad news sells. The president wants to appear confident, and will always sell good news first. Victory in Iraq, depends a lot on the people of Iraq. How badly do they want to be rid of all the bloodshed, and will it stop when we leave, or will there be another Saddam to seize power by dint and wile, not by popular vote.

It can't be won in 2 years. No one can make a prediction about that unless it is planned to say that we will win. If that is the case then that should make it clear to you that these events are scripted. It's a Dog and pony show. Bush has an agenda and as long as he is in office he will not pull out. I don't know why we don't impeach and have these goons in prison or dead. I mean that's what they do to us and leaders of other countries. Label them as "bad" people and then take them out. No. The United States successfully invaded Iraq and now occupy the country. The establishment goal is to occupy that country for another 20 years.
It's all about oil, greed, weapons sales, and drugs. It would make a great made-for-TV movie if the censors would allow it.

No, it can't ever be won, by us, anyway. (It may be winnable between the Sunnis and Shiites as a Civil War if we ever get out of their way - it might be one by one if they line up with the Kurds to defeat the other.)
The only way we could win it is by dropping a few hundred of our thousands and thousands and thousands of nuclear missles on them and start over from scratch - I'd suggest all the conservatives favoring this war be the ones sent over there to repopulate the newly created 'democracy'. (Could send some liberals over so that procreation and reproduction would be possible.

Not only can Iraq not be "won" in two years, it cannot be won, period. The entire situation is an unwinnable mess, and we are wasting time, money and, most importantly, LIVES by being in the middle of it.
