My crazy neighbour who lives next door but one, has put a letter in everyones letter box saying that if we object to his planning application it will start a dispute and when/if we sell the house we will have to tell any potential buyers.
The planning application is to extend his garage.

The man is barking! Hes covered his windows in tin foil
He probably needs the extra room to build an ark, coz he told the lady who lives next door that God is responsible for global warming and the world will flood like it did in the Bible.

Yes you do but it dosn't seem that you have a dispute with him yet. You are allowed to object to planning without having to declare this as a dispute.

You have no obligation to voluntarily disclose anything. However, if you are asked a direct question and you fail to answer truthfully then you would be liable for misrepresentation. This is not a breach of criminal law, but it would make you liable to be sued by the buyer. In practice the buyer's solicitor always sends a list of enquiries that includes questions about disputes. But it does not actually ask if you have "neighbours from hell", as this is a subjective assessment. Provided you have never complained about or to the neighbours you would probably have nothing to declare, even if asked.

There is no dispute with him at this time. He is trying to extend his garage, and he is trying to bully the neighbors into not disagreeing with the change. I would take that as a challenge. When the hearing about the change is being voted on, I would go against it just to show him you and the neighbors don't like strong arm tactics. Even then it is not a dispute with you. And buyers would not have to be notified.

You have to disclose to potential buyers any problems with neighbours, even if they don't directly involve you (two feuding famililies for example) I don't see your situation as being so bad. Any pending planning permission should show up in a search, just tell any buyers the situation and say that all the local residents are opposed to the development.

No you do not have to disclose you have a dispute with your neighbour , saying that what will viewers think , when they realise you have a nutter living next door.

It depends on what state you live in. In Texas, you have to disclose if someone has died on the premises, whether natural or violent deaths.
