Your pattern should name a place to put the stitch in, because an arch is, mostly, to a stitch in the row below.
If your pattern is all arches you normally go to the next arch from where you start your current arch.

It sounds like you would stitch in the space left by the arch. Usually if a pattern wants you to work in a specific stitch, it is named.

depends on what stitch you are using, it sounds like if you are using SC then sc in 2nd sch from hook. I would have to see more of the pattern and I could probably tell you.
