To renounce US citizenship one has to do so by making a formal renunciation of nationality before a diplomatic or consular officer of the United States in a foreign state , in such form as may be prescribed by the Secretary of State".
So basically the person has to go to a US embassy or Consulate overseas and make the formal request and sign an oath

Just move to another country. Apply for citizenship there. Then renounce your US citizenship in the process.
