Check the water temperature and check the temperature of the basking area. Water temp should be 70-75° and the basking spot around 85-90°F. Make sure the tank you are using is large enough so that the basking bulb is not heating the water higher than it should be. A turtle comes out of the water to bask and warm up. If the water is too warm and they don't have a hotter area for basking, they have no reason to leave the water.
The sliders here at the rescue remain outside all year. Any hatchlings we get in do not get water heaters in their set ups, only basking lamps. Be sure he is not too hot.

This isn't too normal. Check your temps. The water needs to be between 70 and 80 degreese F and the land needs to be between 85 and 95 degreese F. They might be too close in temp which would cause them not to go on land or they don't like the dock. If it's one of the ones made by ZooMed (or similar to it) it may be too small for your turtle or your turtle doesn't like it. Try creating a "ramp" out of river rocks. I had the same problem with mine and after it had the river rock landing, it loves it and basks for at least 3 hours a day, which is normal.

It probably never goes on to the basking area either because the temperature in the basking area is more than 10 degrees of the water or because you dont have a UVB lamp or UVA lamp.

i might get a 30 or 40 gallon tank. i might fill the tank as much as 3 million/2 or 3/4 finished, the turtles might fairly like that extra effective. crimson-eared sliders are very reliable swimmers. each and every thing else sounds reliable. wish this facilitates.

1. It may be too hot there- check the actual temp and aim for 90F.
2. It may be too hard to get onto, or too abrasive for the shell- they prefer wood to rock.
3. There may be a flaw in your basic cares other than that. Try http://www.austinsturtlepage.com to check things out.

maybe the light is too hot so he stays in the water to keep cool, or he just likes the water
