It is true that when functioning simply as an adjective, "reverend" in not capitalized.
But, in fact, the correct form of the TITLE involving this word is "*The* Reverend So-and-so [=their name]".
Similarly with longer forms such as "The Right Reverend...." and "The Most Reverend. . . " as well as other titles - "The Honorable . .. "

It all depends on the person it is referring to. I have known men who have used it as a title. I have known men who the adjective descibes. And I have known men who cause the word to be misleading.
