Put the mouse near the top of IE7. Right click view menu bar.
Then on the menu bar go to tools>Internet options>security>

Highlight the Internet zone and click on custom level. Go to the download button and click on the enable.

When you try to download a program like Firefox does a yellow bar appear underneath the web address at the top? If it does then you need to right click it and select an option.

If you upgraded from IE6 to IE7 then IE6 is still on your system as it gets backed up before IE7 is installed.

In order to get your toolbar back click on View and select the option to put your toolbar back.

well, to get your tool bar back.

send your cursor up to where the tool bar would be, right click your mouse and select. "Menu Bar"

I would assume that you have security options set real high or you have firewall configured to block everything. It's hard to diagnose just from these descriptions.

you are looking for the menu bar......to the top right hand of this page is TOOLS ..click it open and click on menu bar.....you will then have the..file..edit..view..favourites..tools..help bar there again......now download this free programme to clear out all your temp files, cookies and much more...CCLEANER.COM and download from file hippo...use often.......if still problems then try system restore back to date when you know PC was OK.. defragment your pc......run an anti virus check on pc......if still problem then delete internet explorer 7 and download firefox from google......

How much space are you allowing for 'temporary internet files cache'? And is it full? Delete, re-boot, try that.
