The first hurdle they have to clear is whether or not the Condo docs allow it, and if so, under what circumstances. In other words, it may be something that is clearly beyond their authority, or it may be they need a vote, and a project that size may or may not require more than a majority.

If they get that permission, the local regulations may require a permit of some kind, and getting that permit might require it to be taken up at a formal meeting, or it may be something the enforcement officer can simply approve. If it takes a meeting, you could certainly attend and point out that the condominium already has hookups in every unit (I presume that's the case since you say half would never use it, and there isn't such a facility already).

It really is a bad idea. Even assuming it should be done, there's no reason it should be free, as that will spread the cost of installation and maintenance by unit, not by the benefit conferred.

Yes, as long as EITHER 51% of the condo voters have authorized it OR it is within the purview of the person running the day-to-day operations of the condo.

If you don't, I don't see why you're complaining. It's free. It's available to the condo residents. Even if you won't use it, how is that illegal?
