I wouldn't recommend black pants with a navy blue shirt. It tends to look as if you tried to match but dressed yourself in the dark, you know? And it's pretty depressing-looking, too. My advice would be to invest in a white button-up shirt. Or, heck, pretty much anything that's not navy blue or black. Even a lighter/brighter color blue would be nice. But, if for some reason, you can't do this in time, and if you ONLY have a navy blue shirt, you should go with the khakis if they are in good repair (not frayed or worn looking). Polish the shoes!

First choice should be navy blue. Black would be my second choice. However, if you are wearing a white blouse/top, and the pants are made of a lightweight fabric, you could always go with white or red.

I'd say a nice, strappy silver heel would look nice with them. Never pair black with navy... that's a big no-no.
