No because Mn has 5 unpaired electrons in the 3d shell and 2 electrons in the 4s shell. One of these two electrons may be promoted in 4p shell so Mn have +7 oxidation state

The electrons in the sub shell 3d are internal electrons and need to much energy to be removed
