Is creating a website with Microsoft Office free?

I have always wanted to create my own website. I have owned Microsoft Office for years, and if I wanted to create a website with it, is it for free?

www.msn.com offers their "msn live online" free. They'll even give you a free domain name! However, you're constrained to the templates they give you, number of columns, set header, and so on. You could load up, say, a Word document you created, but they make it easier to use their document-editor online.
