while i plan for my future, and dont just go with the flow,,,, at the same time i recognize i cant control everything,, so life events will happen, call it fate or whatever,,,
i think fear often plays a role in people not trying things,,,,,,,, fear of failing, fear of disappointment,, fear of wanting something too much,,, if i just sit here and life happens,,,,, i am not as disappointed ,,,,,,, if i try and dont succeed,, i do feel the negative emotions, and i am afraid of feeling like that
that is, until one learns the positives of trying,,,,,,,, and that failures are not long term negatives,,, not achieving goals are not long term negatives,,,,,,,,,,, its the not attempting them that is !

Leaving it to fate does remove one from personal responsibility. If things turn out badly, you can't blame me for it, it was predestined.
In reality, it's both and more. We visualize a preferred future, but then we must live within the constraints of our circumstances and genetics. I can dream about an NBA career but at 5'10", over 50, and with bad knees, it ain't happenin'...however, if I visualize writing a piece of music, I can make that happen.
Now, WILL I make it happen? Depends on if I understand the link between inspiration and perspiration! Many people are constrained by the false notion that wishing and praying is just as good as planning and doing.
Calling a person a "victim" of events is rather harsh, it reduces all of us to victims. But certain conditions are beyond our control.
So within the constraints of time, place, upbringing, and culture, you can visualize a preferred outcome--then if you work toward it, you may come close to creating it.

I would say one is most definately the creator of one's own
future by accepting or rejecting choices along the way.
Outside events can influence choices but if the overview
can be maintained, eventually the future will play itself out
successfully. Leaving things to "fate" is a choice that
doesn't include initiative, self management or any kind
of vision at all. However, some people choose to just
stay where they are their whole lives, the idea of any
kind a plan being a completely foreign concept.
