can photographs be painted over with lacquer? what kind?

lacquer = sealant?

mod podge (and other apparent common brands crafters use) is not available where i am -- no crafts stores =( -- i'd appreciate a description of what kind (instead of a brand name) so i can look for something that fits the description. thanks in advance!

A good substitute for mod podge is wallpaper paste. If you buy the powdered kind, you only need to mix up a little bit.

Try modge podge...you can get it at a craft store. You can get it in gloss or matte.
