It could be temperature related if the water temperature is less than 55o. At this time of year it could be nutrient-related as well, with too much ammonia, nitrite, or nitrate in your pond. You can take a water sample to a local pet store to be tested to see if it's the last and use a thermometer to see if it's the first.

Depending on the size of the pond, it you've got too many nutrients, you can try a partial water change. Growing plants will use the nutrients as food. If you've got any dead leaves or other organic material in your pond, you should try and remove as much as you can (and do this in the fall as well so they don't stay in the water all winter) - these are probably the cause of any high nutrient levels in the water.

I have a pond with catfish and perch. They dont come up and eat during dec, jan, feb and march. Nothing really happens. April they comes alife eating the floating catfish food. Just dont overfeed them. The water becomes too organic and algas start to take over the pond. You need a good supply of oxygen to the pond. I spray it down with a garden hose permantly set up. Just letting it go for days. Have to be sprayed from above so the water can pick up the oxygen from the air before hitting the water. Well this is something to think about.

NEVER feed pond fish during the winter, they become torpid during this period and any food they eat may not be digested and remain to rot in their stomach. Maybe it is the uneaten food that has made your pond so disgusting ( If your pump is, probably your pond as well). I stop feeding my fish from the end of Sept. to April. The chances are that your pond water needs changing NOW. Before everything dies.

maybe they are being lazy due to change in the season.
if they stayed in the cold water during the winter, they must have needed more energy to survive, hense moving more often, now it is warmer so they can lazy around...

(only my opinion) not sure it can be reasonable tho, but try to cut some potato chips and show the fish what ca be next, they will start moving around again...LOL kidding
