That depends what you mean by "pyramid". First there were only "mastabas", simple flat-roofed, mud brick, rectangular burial tombs. Then one Pharaoh, probably the Pharaoh Netjerikhet Djoser (also called Zoser) or his architect Imhotep, had the idea of building several mastabas one on top of the other. That became the first "step pyramid".

Then under Pharaoh Huni or Pharaoh Sneferu, came the idea of smoothing the sides of the step pyramids, and thus the first "true pyramid".

Sneferu's own later monuments, the Bent Pyramid and Red Pyramid at Dahshur, were the first true pyramids to be built as such from scratch.

Originally it was thought that this pyramid had never been completed, but the current archaeological consensus is that not only was it completed, but that it was originally about the same size as the Pyramid of Menkaure largest pyramid in Egypt.

Unfortunately its location adjacent to a major crossroads made it an easy source of stone, and quarrying — which began in Roman times — little remains apart from a few courses of stone superimposed upon the natural hillock that formed part of the pyramid's core — although a small adjacent satellite pyramid is in a better state of preservation.

The Pharao Netcherikhe Zoser (usually called just Zoser) of the third dynasty at around 2650 bce. The architect's name was Imhotep. The pyramid is in Saqqara.
