I didn't phrase the qquestion very well but i basically want to be able to have a toggle switch that i can switch on or off that registers as a key down when the switch is on or key up when off.

It seems you want to connect multiple devices to a single USB cable / port.
Using a switch may not be safe for your devices (like flash drives whose contents can get corrupted).
You need a USB Hub if you wish to USE a single port for multiple devices.

There are usb switches, but they're only suitable for keyboards & Mice. Anything where data is transferred could be a problem as you need to formally remove the device from windows before disconnecting.
