Yes, it's a baby talk way of saying, "I love you"- could be used between friends, but I would guess mostly couples use it. It sounds cutesy. I think it's kind of daft.

Well, firstly it means I luv you.
Its more of a babyish talk kind of thing. I'd say its used between couples who are in their teen/youth years and are fairly comfortable with one another. It's more of a playful kind of "I luv you".
However, friends often use it as well.

When spoken, the pronunciation "oo" clearly would be understood from the context as meaning "you."
