25 ml = 25 x 10^6 microlitre

So, S = 25*2.14 = 53.50 micrograms = 0.054 mg

2.14ppm means 2.14 * 10^-6 g/g
then density of the mixture is about 0.866 Kg/L=0.866 g/ml
so the sulfur leverl should be
2.14 * 10^-6 *(25*0.866+0.1277)/.0.1277=365ppm
