Air inside. All you need to do is bleed out the air. There is a valve at the top of every radiator which needs a special key to open. You can buy them from DIY stores. Open the valve slowly until you hear the air coming out, wait until a little water dribbles out and close. Takes less than a minute each one. Usually it is only the upstairs radiators that get air in them as it rises to the highest point.
Best of luck.

Turn off your central heating boiler, and wait for 10 minutes to allow any air to rise to the top of the radiator.Next, go around all the rads, and using a vent key and a small dish, open the rad air vent, and let the air outwhen water appears let it run into the dish for about 10 seconds, then close air vent. If you have a combi Boiler check the water pressure before moving on to the next rad, and repeat this Instruction on every rad. Then start your boiler and check the result.

Is it a hot water or steam system. It sounds like it could be steam in which case the steam trap could be blocked there will be a little canister hanging off the side of the radiator.

It needs bleeding, simply open the pet-cocks and let the air out until the water runs, then close them. Do this while it's in operation and under pressure.
