If you mean normal air as mostly nitrogen and oxygen--i.e. earth's "air", the speed is c or the speed of light. However, some lab experiments have slowed photons of light down to around 40 mph, yes slower than US highway speeds, by having the photons go through chambers filled with certain gaseous elements.
