It depends. Do you want your horse to be able to graze on pasture? Then you need 2 acres per horse, more if you live in a barren area. If you intend to have the horse live mostly off hay, then you can probably get away with just one acre.
But -- one horse will be lonely. Horses are herd animals and they really need to be with other horses to be happy.
Also, you might need more room because when it gets muddy you will want to keep the horse off the pasture, so you need a mud lot.
Personally, I would never attempt to keep horses on less than 5 acres and even that would have to be very carefully managed.
Boarding is a lot easier!

This varies by area. Where my parent's farm is the law is 1 horse per riding family member on 2.5 acres. Remember that horses need room to run and grass to feed on. If you can't provide that, look at a boarding stable. Without grass you will have to increase the alfalfa/grain allotment and will probably have to include a vitamin mix as well. You will also have to work the horse daily to keep it's muscles in shape and keep it healthy.
Other daily tasks are grooming, feeding, refilling water troughs... etc

It depends where you live, in my area its 2 acres per horse, but its not illegal to have less or more. You can comfortably have 2 horses on 1 acre, but it also depends on how much grass you have in the area and what the ground is like (ex if it gets really muddy in the spring or if there is no grass to let your horse out on you might need more land, it all depends on your area).

Here in Vt. three acres per horse has always been the accepted rule. It would be different elsewhere depending on the vegetation and climate.

There may actually be ordiances on this for your area. I remember many years ago in my area it was 1 acre per horse.
