Yeh that card will meet the specs requested by your game. Almost all new generation video cards support 3D and Transform and Lighting (T&L), so go ahead and start playing.

Yes

CNET product brief
for Asus ATI Radeon 9250 (128MB, AGP)
Description: This ASUS ATI Radeon 9250 is a 128 MB, mainstream 3D card. Compared to other mainstream 3D display cards on the market, it is very inexpensive at around $40.

Pros: This card performs texture and lighting in hardware, which frees up your processor to do other tasks.

You can play most of the old games with the 9250 but you may later be disappointed using it for newer games. It is not a DX9 card. It may encounter difficulties w/ games requiring DirectX 9.0c. If you are contemplating of playing newer games later on, get at least a DX9 card such as the ATI 9550.
