I want to start selling hand made jewelry at craft shows with a friend but I am not sure if we need a business license. Also, do they require crafters to charge tax? how can one go about getting started...any comments welcome

Yes you will...you will need a resale permit, a buisness licences and you will have to collect sales tax and report it several times a year.
