The reactance of the inductor is given by jwL and the reactance of the capacitor is 1/(jwC) Add these two together to get the imaginary part of the impedance. The real part would be 400 Ohms.

This will give you complex impedance. The voltage has no effect on the impedance, however the frequency 60Hz is used to compute w = 2(pi)f

rscanner's terms for reactance are correct. You fail to state how the elements are connected. There are 5 possible connections, each having a different equivalent impedance.
