It's the publisher's job, and I've really only rarely heard the permission being handled by translators. It does happen, but it's not common practice.

That would depend entirely on the author's contract with the publisher and who owned the international rights. If the author has an agent, that would be the place to start. If not, contact the publisher directly. Pax - C
