Well, Cassie started off with a basic answer but it is a little more complicated than that. I would give a rule of 1" of fish per gallon for freshwater fish in a tank that is housing fish that are 3" long as an adult or less. Think about this....10 half inch neons are NOT equal to one 5" fish :)
Also, the 1" rule does not apply to how large the fish is NOW but how large they are going to get. If you have a 10 gallon tank and put 10 1" fish in there now, what are you going to do in 2 months when they have grown?
The rule for goldfish due to their extreme ammonia content in their waste is 1" of fish for every 2 gallons of water. This of course is assuming that the water has a proper size filter for the tank and the water temperature is in the correct range (70 degrees or lower for goldfish). The higher the temperature, the more toxic ammonia becomes, so if you temperature is 76 degrees and you have an inadequate filter, 1" for every 2 gallons would be overcrowding the fish.
To be safe with goldfish, I would say 1" of adult potential for every 3-4 gallons. Better to have a few less HEALTHY fish right? Good luck!
P.s. Depending on the type of plants you have in the tank, the goldfish will eat them. Actually, buy some Anacharis (or Elodia) specifically for them to eat - it's cheap, good for them and they love it!

One fancy goldfish would be the max and even that is really pushing it badly. They need more space than that at adulthood.

Rule of thumb: one inch of fish per gallon. Follow this and you'll be set. If you overpoulate your tank then your water will become toxic, and if left untreated, will kill your fish.

Cassie is right. You have a 13.5 gallon aquarium? I didn't know they came in that size.
