I guess I do, because I am answering your question and I do not know you!
Yes, I talk to strangers when in public. Sometimes it is hard to avoid, especially if you are in a store and need help from a sales clerk. Or asking someone having problems if they need or would like some help.
If I pass someone on the sidewalk, I will usually just smile at them and maybe say hi. If they do not look friendly, I usually just ignore them.
I talk to strangers every time I call somewhere to make an appointment for the doctor, dentist, get the car fixed, etc.
In this day and age it is hard NOT to talk to strangers.

Yes. I was at the airport the other and two ladies were talking in line in front of me. They looked back at me, and I looked one in the eye with all seriousness and asked her if she knew her friend had pink toes? They both looked down at her feet and burst out laughing. She was wearing sandals and had toenails painted pink.
Weird stuff like that. It's fun to see the reaction of people. And it breaks the ice to get an actual conversation going.

Yes. All the time. I think I'm a pretty friendly person. Plus I ask and answer on Yahoo's Q&A's and I really don't know anyone on here personally.

well of course, whenever you talk to someone for the first time, they are strangers. If you didn't you wouldn't know anyone O_O

Yeah, but it annoys me when strangers try to start up a conversation in an elevator or something. I need to wear a big sign "if you don't know me, please shut up and leave me alone."
