You have a problem with excess proteins and fats in the water in your tank. This is usually from overfeeding. Be very careful about feeding amounts and to help control the odor use carbon in your filter.

Well its hard to figure out the cause since i do not know the setup (is it a planted tank or normal, etc.) and the size of the tank. One thing i could recommend is to put in activated carbon to absorb the things that cause odor, but is highly recommended to not keep it in there for more than a week (the contents that are absorbed are released once they are full).

If you have a big tank (40+gal) Try putting a powerhead to help circulate the water. Your water might be stagnant (still) or moving slowly that it causes the odor.

The layer your talking about is protein from the water. There are addons to canister filters that can solve this problem. They are called protein skimmers (but does not look the same as the one for saltwater tanks). Another way to prevent it from happening is having a current just below the surface to keep the water moving.

OMG that brought it all back to me about how smelly fish are. We looked after ours as all the books and product information recommended, but phew did it stink! Knocked me sick every time I opened up to feed them.

I felt sorry for my hubby. He used to do the water change and regularly got a mouthful of the water when he was starting the water change.
