Sex on the beach is a wonderful, romantic fantasy. However, like so many such things, it really is highly overrated. The plain fact of the matter is that no matter how careful you are, sand tends to get in just the place you REALLY don't want it and that just hurts.
So from the "reality" standpoint, I'd vote for the hayloft.
However, if we're talking fantasy here, I'd exercise my own imagination to change the scenario and run the two together. How about a loft of an abandoned barn that overlooks the beach? Close enough that you can still hear the surf, smell the ocean, and feel the wind, but without the sand.
The presence of hay or rain would be strictly optional, who really cares?
You're in a loft with someone you obsessively care about.
Clothes have been shed.
Everything else is incidental.
