Is It possible to capture all 400+ Pokemon in Pokemon Diamond?

If so, when will I encounter many of the old Pokemon

You can capture a lot of the old pokemon with the pokeradar, and once you get the National Dex. Otherwise, you'll need to trade for them or pal park them over from your other games.
