your wife/husband called an ex while drinking heavily and you found out about it. Nothing was said because the ex's signifigant hung up the phone.

I would wait for an appropriate time and have a serious conversation with Her/ him about their drinking and how it affects our relationship. I would suggest that they go to AA and go through the 12 step program which has helped thousands and thousands of people make a new life for themselves, and saved more marriages and families than I can count.

I guess it would depend if he did this all the time. If this was a once a week thing I would break the phone over his head. But a one time deal I would let it go....but I would remind him that it's not something I want him doing again

drunk dialing happens if its a first offense i would just get mad but not dwell on it. i would be concerned if he calls them while sober.
