Yes you can. It would be a good idea to give them a part that is deeper, but otherwise the size is good, so I say go for it and enjoy your turtles.

Unless these turtles are native to your area ( don't know where you live...) AND the pond is predator free- which means no dogs, raccoons, kids, or other creatures that may harm or play with the turtles....
I wouldn't recommend it.
Most pet turtles need more care than you can give them in an outdoor pond. This pond is too shallow as well for them to over winter in.
If you keep them indoors in a proper enclosure (water, filters, UV lights, right temp, places to come out of the water and so on) you can take them out to the pond for a few hours to enjoy the outdoors IF YOU ARE WITH THEM.

they can get out and leave the area pretty fast....

It would be nice to see a deeper part of the pond.

Otherwise- the most important thing is how you will protect the area from escapes and predators.
