You don't need a surface to have a storm. All you need is strong wind. Jupiter's Red Spot is one giant storm that has been blowing 400 years (since Galileo first noted it). It may well have been blowing thousands, perhaps millions of years before that.
No one knows what goes on inside a black hole. If the mass of our universe were greater, we could have been inside one ourselves.
Yes, the universe is expanding, and it turns out that the rate of expansion is increasing. (Counter intuitive!)
I have no idea whether life exists elsewhere or not. It does seem very likely, especially now that we know there are many other solar systems besides our own.

Storms on Jupiter are not like storms on Earth, but any planet with an atmosphere can have storms. Only an atmosphere is needed, not a solid surface below it.
In black holes gravity is the strongest force, unlike everywhere else where it is extremely weak.
Yes, the universe is still expanding.
It seems likely there is life on other planets, but it is not certain. If we were all alone in the universe it would seem strange, but not really stranger than the fact that the ground under your feet is flying through space at thousands of miles per hour.

Storms are fast winds in the atmosphere, and since Jupiter has an atmosphere of course it can have storms.
Black holes are a lot more complicated than can be discussed here, do some reading to get all the details.
Basically they are formed when extremely massive stars collapse - the gravity of their immense mass is so strong that the escape velocity is greater than the speed of light, so even light can't escape the black hole's environment.
Yes, as far as we can tell the universe has been expanding since it began, and in fact some observations and analysis has recently indicated that its expanding faster today than it did in the past.
There is very likely life of some kind on other worlds, we just haven't found it yet and in some cases we may not even recognize it as life (could be based on other chemical environments than earth).

Jupiter has no water. It's a gas planet, and a lot of that gas makes up the atmosphere. It's continually in motion, and that's how they get storms.
Black holes compress matter down to a point. Just very very dense points. Nothing can survive that.
Yes, the universe is expanding - in fact, it's accelerating.
Yes, there pretty much has to be life somewhere, given the size of the universe and the rate at which it took hold on Earth (almost as soon as it could). But there are no aliens visiting us.
