the monitor went blank and when I turn it on after shutting down couple mins, the fan noise from the processor and power supply were so loud and it didn't slowing down as normally. Also, the computer won't able to login it's like frozen or something. I did change the video card but still it didn't work. The monitor was plugged correctly also.

Try changing the monitor, It could be a number of issues, I say the monitor because about a month ago from the heat, I've had my 2nd monitor die on me.
I have dual monitors on my home PC. The 1st was fine but the 2nd one died. Try changing that first before you rip back into the computer.

You may have a bad power supply. When the monitor went blank, that was the initial sign of trouble. When you turned it on and there was excessive fan noises from the processor heatsink fan and the power supply, it appears that the power supply is putting out more than 12V and over revving the fans.
