If a person owns a piece of land do they own it all the way down to the core of the earth?

I hope not...imagine if you owned a home and you happened to live right below the hole in the atmosphere, Al Gore would probably get legislation passed so you, as a home owner, would have to pay for it. That would suck.

so you are the owner of the above surface only..not the whole thing...

I would assume that anybody trying to dig a tunnel through your land would be tresspassing if you didn't give permission.. so.. yep :)
But if you lived near a volcano.. the lava is under your property.. wouldn't you be partially responsible for the damages if it erupted??

Nope. You only own so much down, and so much airspace. So you can't prevent the city from doing work or flying in your airspace. It only goes so far. The city can use eminent domain to take over if you don't grant them permission.
