If they're in the water and not covered up, you may want to remove them, put them in a bowl with sand and put a heat lamp over it. The parents may eat them if they are in the water. If they are burried, then they should be fine, if not, do as I suggested. Don't worry about the mom taking care of them. In nature, the moms lay the eggs and leave them. Turtles aren't like dogs or cats that won't touch their young if they've been touched by humans.

Not sure what kind of turtle you have, but if it's a Red ear slider and it lays eggs, the best thing to do is to destroy the eggs unless you can keep all the hatchlings. If your turtle has never been with a male turtle the eggs will not be fertile anyway. Just scoop them out of the water and toss them. If they are another species and you want to incubate them, you need to get them out of the water asap after they are laid and put them in a media like vermiculite and place them in an incubator at the temp recommended for that species. If you leave the eggs in the water the turtle will most likely eat them and make a huge mess.
I know it sounds cruel to sugges destroying eggs, but here in the rescue, and in all the rescues across the country, RES are like kittens, way too many and no homes for them. I have them up for adoption all the time and nobody wants them. :-( Sad to think of more unwanted turtles coming into the world.

most likely they're dead if they've been in the water or moved at all. After 24 hours of being laid, blood vessels begin to form in a turtle's egg. If the eggs are turned or jostled at all after 24 hours after being laid, these blood vessels rupture, halting embryonic development.
If they've been in water for too long, most likely the embryo has drowned.
Learn about turtle eggs before trying to move them around or hatch them on your own.

Eggs in the water are infertile. Go ahead and toss them.
This might be a signal that the habitat is stressful. Females lay eggs in weird places (like in the water) when they are young and the habitat is not in great shape.

You have to leave them in the water, the mama turtle will take care of them, if you touch them, they won't hatch.
