I am afraid I can't give you the answer to your question. I had exactly the same problem.I tried fitting a new floppy disc drive after the old one would not work . Got the same error messages... I gave up eventually and have recently bought an usb powered external floppy drive which works fine. Its hardly worth all the hassle messing about with internal ones.
I needed to copy midi files onto a floppy to play on an electric piano so I can understand that floppies although considered obsolete are still important to some of us.Hope you get it sorted out

Take it back and replace it with a floppy drive that plugs into the USB port. It does not need to be plugged into a power source , just taking power from USB. That way it doesn't bother you when it is not needed and it has no installation woes.
Here is one of many that are available http://www.floppydisk.com/usb.htm

The data cable for floppy discs can actually be fitted the wrong way round. Try removing iot and reversing it, if this does not work it does sound as though you gat a dead drive. Return it for a replacement.Good luck.

It does sound like you got a dud or your ribbon cable is messed up. Try another cable from an old computer.
You don't even really need a floppy anyway unless you are trying to read or convert information to cd rom or dvd. If you are not. Just get rid of it. Like I say you don't need it.

Try unplugging the power connector and making sure that none of the pins are bent out of place.
Reconnect power and try again.
(I take it you have made sure that pin 1 of the data cable is connected to pin 1 on the floppy drive and pin 1 on the motherboard.)
It sounds, to me, as though there's no power getting to the drive if Windows is going through the motions of formatting, and you're still not seeing the LED light up.
