The actor Gary Sinise wore special green-screen leggings and his real legs were removed in post-production by computers.
There was a lot of computer trickery in the film - how else could Tom Hanks appear with dead politicians etc. ?

Yeah, it's all special effects...I recently read that in the movie Grindhouse where Rose McGowen has a machine gun as a leg, they put her into a cast to get the effect of her walking on something so rigid, and they painted the cast green.

In Forrest Gump, they simply digitally take out his legs. It is really well done by Robert Zemekis, the director.

Computer generated images. Watch behind the scenes of "The Butterfly Effect". When Evan gets his arms blowned off.

They probably wrapped his legs in green or blue cloth like on a green screen and digitally removed them from the film.

There is a dip in the seat, and the actor sits on his legs - easy.

It's all done digitaly. The Forrest Gump DVD has a second DVD that explains how it's done. Very interesting. At least the one I got from my library has it.
